Singapore announces new rules to promote industrial energy efficiency

 

 

Industrial facilities in Singapore will be expected to meet new requirements on energy efficiency from 1 October 2018.

The measures are designed to increase the energy efficiency of electric motors supplied in the Singapore market, and improve the energy efficiency of new and expanded industrial facilities.

Announcing the new rules, the National Environment Agency (NEA) said that the industrial sector is Singapore's largest energy consumer and accounts for more than half of the country's greenhouse gas emissions. The changes are expected to help Singapore achieve its pledge under the Paris Agreement on climate change to reduce emissions intensity by 36% from 2005 levels by 2030, and to stabilise greenhouse gas emissions with the aim of peaking around 2030.
The introduction of minimum energy performance standards for electric motors will lead to inefficient models being phased out as the market moves towards more efficient models. Operators will benefit from lower electricity costs, as well as a reduced carbon footprint.

To encourage firms to design energy efficient facilities, the NEA will require companies investing in new facilities, or major expansions that are designed to consume 54 tera-joules (TJ) or more of energy annually, to review the facility design for energy efficiency, identify economically feasible energy efficiency opportunities, and report their findings to the NEA.

"Designing a facility to be energy and resource efficient allows companies to benefit from lower capital expenditure at the outset by right-sizing equipment and systems, and lower operating and maintenance costs from lower resource and energy use," the NEA explained.

These companies will also be required to install measurement instruments and meters for key energy-consuming systems, and report energy use and performance indicators based on the measured data.

"Measurements are critical to continual energy efficiency improvement as managing energy use is a data-driven activity," the NEA said.
